1940s · Industry action

Commercial production begins

In 1938 a DuPont chemist, Roy Plunkett, accidentally made polytetrafluoroethylene (PTFE) later sold as Teflon. By the late 1940s DuPont was making PTFE commercially, and 3M began producing PFOA and PFOS by electrochemical fluorination. PFOA was used to manufacture non-stick coatings; PFOS went into Scotchgard, firefighting foam and paper coatings.

Why it mattersThese first two compounds PFOA and PFOS are still the ones found in almost every American’s blood today, decades after production stopped.
What was knownInternal industry studies from the 1960s onward recorded toxicity in animals and PFAS in workers’ blood; none of it was public until lawsuits in the 2000s.
In your panelPFOA and PFOS are two of the seven compounds in the NASEM sum that guides clinical follow-up.

2000–2002 · Industry action

3M announces and completes its PFOS phase-out

In May 2000, after the EPA had been shown data on PFOS in human blood and wildlife worldwide, 3M announced it would stop making PFOS and related chemistry. Production ended in 2002. It was a voluntary decision, not a regulation no law required it.

Why it mattersNational PFOS blood levels have fallen by more than 85% since proof that stopping the source works, though clearance still takes years.
It wasn’t a ban3M’s phase-out was one company’s voluntary decision. PFOS itself was only restricted globally in 2009 (Stockholm Convention, Annex B), not banned it is still made and used in limited exempted applications, and closely related chemistry (F-53B) is still produced in China.
PFAS didn’t go awayThe chemical class is still manufactured and sold worldwide Chemours, Daikin, AGC, Solvay and others with newer compounds like GenX and short-chain PFBS taking the place of the old ones. Even 3M only pledged to exit all PFAS by the end of 2025.
In your panelPFOS and its replacement PFBS are both on the 40-compound panel, alongside the GenX-era ethers.

2006–2015 · Industry action

EPA PFOA Stewardship Program; US manufacture of PFOA and long-chain homologues ends

In 2006 the EPA invited the eight largest producers including DuPont, 3M, Arkema, Solvay and Daikin to cut PFOA emissions and product content by 95% by 2010 and to eliminate them by 2015. All eight met the goal. Again, it was a voluntary agreement.

Why it mattersPFOA levels in the US population have dropped by about 70% since the late 1990s.
The catchCompanies replaced PFOA with GenX (HFPO-DA) and other ether-based chemistry, which turned out to be persistent as well and is now regulated in its own right.
In your panelPFOA, PFNA, PFDA and the longer-chain acids, plus GenX and the newer ethers.

2009 · Stockholm Convention

PFOS listed under the Stockholm Convention, Annex B (restriction)

The Stockholm Convention is the global treaty on persistent organic pollutants. In 2009 PFOS, its salts and PFOSF became the first PFAS listed under Annex B, which restricts rather than bans, with exemptions for uses such as firefighting foam and metal plating.

Why it mattersA treaty listing binds the 180+ countries that ratified it. The United States signed but never ratified the Convention, so it applies to the US only indirectly.
What changed sinceMost exemptions were withdrawn in 2019 and 2022, tightening PFOS to near-elimination.
In your panelPFOS and its precursors (the FOSA/FOSE sulfonamides) are all measured.

Sources: Stockholm Convention Secretariat, decision SC-4/17.

2019 · Stockholm Convention

PFOA listed, Annex A (elimination)

Ten years after PFOS, the Convention added PFOA, its salts and PFOA-related compounds to Annex A the elimination list with a handful of time-limited exemptions (for example some medical devices and firefighting foams).

Why it mattersAnnex A is the strongest action the treaty takes: production and use must stop, not just be limited.
Scope“PFOA-related compounds” includes precursors that break down into PFOA, such as 8:2 fluorotelomers also on our panel.
In your panelPFOA, 8:2 FTS and 7:3 FTCA.

Sources: Stockholm Convention decision SC-9/12.

2022 · Stockholm Convention

PFHxS listed, Annex A

PFHxS, its salts and PFHxS-related compounds were added to Annex A in 2022 without any exemptions the cleanest listing of any PFAS so far.

Why it mattersPFHxS has the longest human half-life of the common PFAS about 8.5 years so what is in people today will be there for decades.
Where it came fromMainly firefighting foams and stain-resistant treatments; it is often the second-highest PFAS in blood after PFOS.
In your panelPFHxS is one of the seven NASEM-scored compounds.

2023 · Hazard classification

IARC classifies PFOA as Group 1 and PFOS as Group 2B

In November 2023 the International Agency for Research on Cancer reviewed the evidence and placed PFOA in Group 1 carcinogenic to humans on sufficient evidence in animals and strong mechanistic evidence, with limited human evidence for kidney and testicular cancer. PFOS was placed in Group 2B, possibly carcinogenic.

What a classification isIARC grades the strength of evidence that something can cause cancer. It does not set a safe level or a limit, and it does not measure how large the risk is.
Why it still mattersIt moves PFOA into the same evidence category as asbestos, tobacco smoke and processed meat, which drives regulators and courts.
In your panelPFOA and PFOS.

2024 · US regulation

EPA finalizes the first US drinking-water limits for six PFAS

On 10 April 2024 the EPA issued the first enforceable national drinking-water standards for PFAS: maximum contaminant levels of 4 parts per trillion for PFOA and PFOS, 10 ppt for PFHxS, PFNA and GenX (HFPO-DA), and a hazard-index limit for mixtures that include PFBS. Utilities were given until 2027 to finish monitoring and until 2029 to comply.

Why it is differentEvery action before this was voluntary, a treaty the US never ratified, or a hazard grade. This is the first number a US water utility must meet by law.
ScaleThe EPA estimated 6–10% of US public water systems serving roughly 100 million people would need to act.
In your panelAll six regulated compounds are measured in your blood, not just your water.

Sources: EPA National Primary Drinking Water Regulation for PFAS, April 2024.

2025 · Stockholm Convention

Long-chain PFCAs (C9 to C21) added to Annex A

In 2025 the Convention listed long-chain perfluorocarboxylic acids with 9 to 21 carbons, their salts and related compounds under Annex A. That single decision covers PFNA, PFDA, PFUnDA, PFDoA, PFTrDA and PFTeDA.

Why it mattersThe longer the chain, the more tightly a PFAS binds to blood proteins and the longer it stays in the body these are the slowest to leave.
Where they come fromImpurities in older fluoropolymer production, textile treatments and the breakdown of fluorotelomer products.
In your panelAll six listed compounds are on the 40-compound panel.

Sources: Stockholm Convention COP-12 decisions (2025).

2026 · US regulation

EPA proposes rescinding four of the six limits, keeping PFOA and PFOS

In May 2026 the EPA proposed to keep the 4 ppt limits for PFOA and PFOS but to withdraw the limits for PFHxS, PFNA, GenX and the mixture hazard index, and to extend the PFOA/PFOS compliance deadline from 2029 to 2031. The proposal is subject to public comment and litigation, and is not final.

What it means todayThe 2024 rule remains on the books until a final rescission is published; utilities are still monitoring.
What it does not changeYour body does not follow the regulation. Blood levels of PFHxS, PFNA and GenX are the same whether or not a water limit exists for them.
In your panelAll four affected compounds stay on the panel.

Sources: EPA announcements, May 2026 (proposed rule; unresolved).

2031 · US regulation · proposed

Proposed compliance deadline, if the extension stands

If the 2026 proposal is finalised, water utilities would have until 2031 to bring PFOA and PFOS below 4 ppt more than ninety years after commercial production began.

Why we show itIt is the honest end-point of the story so far: the first legally enforced number in the US would take effect in the early 2030s.
What you can do nowYou do not need to wait for a utility deadline to know your own level, filter your water or change the products you use.
In your panelPFOA and PFOS the two compounds this deadline applies to.

Status: proposed, not final. We will update this page as the rule changes.
